MTE's Involvement
Given the site’s scale, MTE approached the project by dividing the property into functional parcels aligned with future land uses, allowing for targeted assessment and remediation of each section.
Our remediation approach not only enabled the successful filing of RSCs but also minimized future costs for the client by eliminating the need for ongoing environmental assessments. This milestone has paved the way for the site’s transformation into a mix of industrial, commercial, parkland, and stormwater management uses.
MTE began the project by completing Phase One Environmental Site Assessments for each parcel. This involved historical records review, site inspections, and interviews to identify areas of potential environmental concern. These findings triggered Phase Two ESAs, which included detailed subsurface investigations to evaluate soil, groundwater, and building materials.
As part of our Phase Two ESAs, we evaluated existing concrete and masonry materials for reuse. While some contamination was identified, our team developed a remediation plan—in coordination with Risk Assessments (RAs)—that enabled the safe reuse of these materials as structural fill. This innovative approach reduced the need to import clean fill and avoided unnecessary trucking to landfill, saving costs and significantly lowering the project’s environmental footprint.
Our team also conducted Risk Assessments to address subsurface contamination and prescribed risk management measures tailored to future building uses. By implementing building-specific vapour mitigation requirements, we avoided more complex and costly mitigation systems while ensuring occupant safety. Notably, our strategy removed the need for long-term monitoring—delivering substantial long-term value to the client.
MTE played a key role in the decommissioning of legacy infrastructure, including underground storage tanks, wastewater treatment systems, concrete pits, and a former wastewater lagoon. Our remediation plan included techniques such as targeted soil excavation, off-site disposal, and hard capping of low-impact areas.
With the completion of multiple ESAs, RAs, and the successful filing of Records of Site Condition, the site now meets municipal requirements for subdivision and redevelopment.
