Jay Flanagan, B.E.S., B.Ed.

Overview

Jay Flanagan has 20 years of professional experience and manages the majority of MTE’s aggregate-related files. He also leads the Aggregate Resources team; who’s focus is on understanding the engineering requirements of the industry. Jay’s project management expertise includes planning, budget preparation and tracking, coordination of staff and sub-contractors, and communication with residents and reviewing agencies. As an Associate Member of the Ontario Stone, Sand & Gravel Association (OSSGA), Jay is an active member of the Waterloo-Wellington-Brant Regional Committee.

Jay has completed Summary Statement Reports and has experience acting as the liaison between for the client, sub-consultants, and the Ministry of Natural Resources and Forestry (MNRF) for Aggregate Resource Act (ARA) Applications. He also has experience writing technical studies such as Level 1 and 2 Water Reports as required by Aggregate Resources of Ontario Technical Reports and Information Standards. In addition to technical reports, he has completed Permit to Take Water (PTTW) and Environmental Compliance Approval (ECA) applications, as well as compliance reports for PTTWs, ECAs, and extraction licenses.

Jay has a broad understanding of aggregate quarrying and effluent monitoring, as well as water management. He also has a detailed knowledge of provincial guidelines and regulations in particular the ARA, Ontario Water Resources Act and Environmental Protection Act.
